Bir Lehlou (Sahrawi Republic), November 6, 2025 (SPS) – The President of the Republic, Secretary-General of the POLISARIO Front, Mr. Brahim Ghali, received on Wednesday a letter from the Secretary-General of the United Nations, Mr. António Guterres, regarding the Expanded Sahrawi Proposal.
The UN Secretary-General informed the President of the Republic that he had received his letter containing the text of the Expanded POLISARIO Front Proposal, entitled “Proposal of the POLISARIO Front for a Mutually Acceptable Political Solution that Ensures the Right of the People of Western Sahara to Self-Determination and Restores Regional Peace and Stability.” Mr. Guterres also expressed his hope that efforts will be renewed to resolve this long-standing conflict in favor of the aspirations of the Sahrawi people and the restoration of peace in and beyond the region.
At a time when the UN Security Council was preparing to consider the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO), and on October 20, 2025, the President of the Republic, Secretary-General of the POLISARIO Front sent a letter to the UN Secretary-General containing the text of the Expanded POLISARIO Proposal as a gesture of good faith and in response to Security Council resolutions.
President Ghali reminded the Secretary-General that the POLISARIO Front had previously submitted its original proposal to the UN on April 10, 2007, which was brought to the attention of the Security Council in its Resolution 1754 (2007) and subsequent resolutions. He noted that the proposal aims to enable the Sahrawi people to exercise their inalienable right to self-determination through a referendum under the supervision of the United Nations and the African Union, while also expressing the readiness of the Sahrawi State to negotiate with the Kingdom of Morocco to establish strategic and mutually beneficial relations between the two countries.
The President and Secretary-General of the Front further emphasized that by presenting its Expanded Proposal, the POLISARIO Front remains ready to engage in direct negotiations with the other party, provided there is a genuine political will to engage in the same spirit and move away from unilateral, status quo–based approaches, which would only lead to further tension and endanger peace, security, and stability across the entire region.
