Boumerdes (Algeria), August 17, 2026 (SPS) – The work of the 14th edition of the Summer University for Executives of the Polisario Front and the Sahrawi Republic continued on Monday with lectures addressing various political and strategic dimensions related to the national liberation process and prospects for building the Sahrawi state.

In this context, Dr. Mohamed Cherif Daroui delivered a lecture on “Building the National State and Its Relationship with the Liberation Movement,” addressing a number of issues related to the post-liberation phase, foremost among them the need to develop a clear vision for establishing relations between the independent state and various countries, international organizations, and institutions.

The lecturer stressed that the transition from the liberation phase to independence requires a shift in thinking and practice from the logic of a liberation movement to that of building the state, its institutions, and its international relations, in a manner that consolidates national gains and completes the process of achieving sovereignty.

Speaking about the nature of the international system, Dr. Daroui noted that the world is undergoing significant changes and operates to a large extent according to the logic of interests. This requires the development of national strategies capable of protecting national identity and safeguarding the Sahrawi people’s right to self-determination, while remaining prepared to respond to international changes and shifts in the balance of power.

He highlighted that the Polisario Front has succeeded in building national institutions capable of functioning effectively following independence and the completion of sovereignty. He considered that this process requires continued development and strengthening of these institutions so that they are capable of administering an independent state and establishing balanced and sustainable relations with various international actors.

The lecturer concluded that the transition from the liberation phase to independence is not merely a political transformation, but rather a comprehensive process of rebuilding thought, institutions, and international relations, in a way that ensures the preservation of national identity, consolidates state institutions, strengthens sovereignty, and opens the way to international partnerships capable of supporting the process of national development.
