New York (United Nations), 3 November 2026 (SPS) – The President of the United Nations General Assembly, Khalilur Rahman, has announced a formal plenary meeting on 10 November 2026 to discuss the recent use of the veto in the Security Council over Western Sahara.

In a letter to Member States, the President said the meeting would be held under agenda item 62, “Use of the veto”, pursuant to General Assembly Resolution 76/262, which requires a plenary debate within ten working days whenever a permanent Security Council member exercises its veto.

The meeting follows the veto cast during the Security Council session of 30 October 2026 on the situation in Western Sahara, amid the failure to renew the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

The plenary session will provide UN Member States with an opportunity to discuss the implications of the veto and reaffirm the United Nations' responsibility to pursue a solution guaranteeing the Sahrawi people's right to self-determination.

Resolution 76/262, adopted unanimously in April 2022, seeks to strengthen the General Assembly's oversight and accountability role whenever the Security Council is prevented from acting by a veto cast by one of its permanent members.
