Shaheed El-Hafed, 29 December 2025 (SPS) – The National Council issued Sunday recommendations based on the annual evaluation of the government’s program for the year 2025, the concerns it identified, and the obstacles recorded by the specialized committees in various fields of work that hinder the success of the government’s annual program.
The aim is to ensure effectiveness and achieve complementarity and harmony between the legislative and executive bodies, as well as the desired results of the program’s action areas.
During a general session chaired by the President of the National Council, Mr. Hamma Salama, the National Council voted by majority in favor of a number of recommendations in various fields.
In the political field, the National Council recommended strengthening unity and cohesion, adhering to national unity, rallying around the vanguard of the national struggle—the Polisario Front—and safeguarding the achievements of the Sahrawi people. It also called for supporting the Sahrawi People’s Liberation Army, protecting the rights of all citizens—especially the masses in the occupied territories and southern Morocco—breaking the stagnation and blockade imposed on them, and activating political work within diplomacy to defend and advocate for the national cause. The Council further stressed the need to organize and guide youth, activate their role in serving their people’s just cause, pay attention to authentic Sahrawi culture, and instill noble values and morals in generations in the service of the homeland.
The National Council recommended a comprehensive review of the national administration to ensure the effectiveness of institutions and their responsiveness to the requirements of the current stage. This would be achieved through contributing to accelerating the pace of work, bringing administrative services closer to citizens, developing national institutions, selecting competent cadres capable of achieving a qualitative shift at different levels of the administrative structure, and activating the roles and powers of secretaries-general of ministries, while exerting greater efforts toward local and municipal administrative structures.
In the social field, the National Council recommended intensifying efforts toward the social front by guaranteeing health services and social care, paying attention to the family and protecting it from various social phenomena. It also called for giving priority to the educational field through developing curricula and incorporating within them the society’s values and history, with a focus on the purely Sahrawi curriculum and adopting it as the basis for teaching in national institutions. Moreover, it emphasized preserving compulsory and free education and working to raise the level of academic achievement by focusing on qualified personnel in various educational specializations—especially teaching—and ensuring the basic incentives needed for the educational sector.
