National Council, October 06, 2026 (SPS) – The President of the Republic, Secretary-General of the Polisario Front, Mr. Brahim Ghali, presided on Tuesday over the inauguration ceremony of the Preparatory Committee for the 17th Congress of the Polisario Front.

The event took place at the National Council headquarters in the presence of members of the National Secretariat, the government, and the Preparatory Committee.

In his opening remarks, National Secretariat member, Speaker of the Sahrawi National Council, Mr. El-Bachir Moustapha Sayed, emphasized that the 17th Congress marks a pivotal juncture in the Sahrawi people's liberation journey. He noted that it serves as a milestone where the people shape their strategy for the upcoming stage, based on the conclusions and discussions guided by the Preparatory Committee.

He added that the Congress is also a democratic milestone enabling full public participation for Sahrawis to choose their leadership and define policies related to the liberation process, wishing the members of the committee success in their duties.

For his part, the Chairman of the Preparatory Committee, National Secretariat member, Prime Minister, Mr. Buchraya Hamoudi Beyoun, described the committee's mission as "honorable and noble," given its role in preparing for a national event that allows for evaluating four years of national work and seeking appropriate options and alternatives for the next phase.

He stressed that preparations for the congress are taking place under difficult circumstances, amid significant internal and external challenges. This necessitates strengthening the conditions for resilience, emphasizing the importance of collective action and unifying visions with the participation of activists, fighters, and various national institutions.

In his official address during the ceremony, President Brahim Ghali stressed the need to make every effort to deepen and enrich the national dialogue to ensure the success of this event and bring the Sahrawi people closer to their objectives.

He noted that direct engagement between the Preparatory Committee and Sahrawi society will help formulate programs and laws capable of serving the goals defined by the congress, pointing out that the responsibility entrusted to its members is a "duty, not an honor."

The President stated that the committee was formed with the participation of all components of the national body, calling on its members to assume their responsibilities in preparing the congress across all aspects—particularly regarding the enrichment of the national debate and finding ways to guarantee the success of this landmark event.

He further mentioned that the National Secretariat has provided a set of documents as a platform to facilitate the committee's work, adding that the Polisario Front is working toward refining an integrated state project, which will be finalized and transitioned to the construction phase following the completion of the liberation process.

He called for the national debate to be revolutionary and committed to the principles and goals of the Polisario Front, allowing for practical conclusions that address shortcomings, reinforce the national project, and confront challenges to build the institutions of the Sahrawi Republic across its entire territory.

The National Secretariat of the Polisario Front had previously approved the composition of the Preparatory Committee for the 17th Congress during its extraordinary session, in accordance with the provisions of the Front's basic law issued by the 16th Congress.
